The best in cosmetics — according to the experts

NEW YORK — Beauty products are personal: What works for one oily-skinned woman with brown eyes and thin hair might not work for her dry-skinned friend with blue eyes and thick, color-processed hair.

But some products have better batting averages than others.

The editorial staffs of many magazines, their readers and an industry group called Cosmetic Executive Women try to navigate through the slew of new beauty products with awards and best-of lists.

Many of CEW's winning products this year are multitasking, says the group's president, Carlotta Jacobson.

"Moisturizers have gone beyond being a moisturizer. You just can't be a moisturizer, it also has to correct skin tone or have total protection from the sun," she says.

The other undeniable movement in the beauty industry is all things green, Jacobson says, although no one wants to compromise on effectiveness.

Women's Health magazine editor in chief Tina Johnson and beauty editor Liesa Goins say readers ask about the environment along with sensitive skin and acne. Goins notes that many of the products Women's Health highlighted, with help from a panel of experts that included salon owners, makeup artists and dermatologists, were inexpensive standbys.

"I'm always surprised how many products you can find at the drug store. We're conditioned to think you have to spend a lot of money to get effective products," she says.

Count Johnson as one of those drugstore fans: She has been a longtime user of Cetaphil Gentle Skin Cleanser and also is a fan of Neutrogena Ultra Sheer Dry-Touch Sunblock SPF 45 and RoC Retinol Correction Deep Wrinkle Night Cream.

CEW's Jacobson, meanwhile, is interested in the "buzz" products DiorShow Blackout Mascara and two-sided L'Oreal Infallible Lips. A potential breakout product with consumers is Clinique's men's concealer, she says.

"It's taking the first step that says men can have their own products — they have been using women's products," she says. "Like everyone else, men can have blemishes and dark circles, plus they can have shaving nicks."

China gets stricter on cosmetics ads

Global cosmetics companies operating in China should be aware of increasingly strict enforcement of the country's advertising standards, according to a consumer goods lawyer.

Although the country's advertising legislation has been in place since 1994 it has not been strictly enforced. However, this may be about to change, according to Jonathan Selvadoray a lawyer with Cameron Mckenna, who says a growing number of international companies are being picked up for their discrepancies.

"The view that 'this is china and you can do what you want' is no longer the case" Selvadoray told CosmeticsDesign. Although the issue is not directly linked product safety Selvadoray suggested that tightening regulation may be related to the increased attention that the Chinese cosmetics market has received in recent months.

Regulation prohibit exaggeration. The regulations prohibit falsehood and the exaggeration of a product's components, efficacy or function as well as the use of absolute expressions such as 'the latest invention' and 'absolutely no adverse affects'. In addition, Selvadoray warns that the term 'patented product' should not be used in advertisements until formal certification has been obtained from the Chinese Patent bureau even if a foreign patent has already been obtained.

Penalties for non compliance can include financial fines of up to €20,000, however more importantly a company may be asked to suspend a product's launch until the case has been dealt with by the Chinese authorities. A ban on a product launch could be significant for the global personal care giants many of whom count China as an increasingly important market.

China is a key market for global players. Germany-based Beiersdorf is one of the international players which has identified China as key to the company's growth strategy. Supported by high sales of Nivea Visage and Nivea for Men, the company's sales in China increased 45.1 per cent last year contributing to a 7.6 per cent rise in the company's turnover to €5.5bn.

Luxury firms in particular are looking to the emerging markets of China, India and Russia to drive sales in an otherwise uncertain economic environment. According to Estee Lauder group president Patrick Bousquet-Chavanne speaking at a retail congress earlier this year, they are the only markets experiencing a boom at present. "I believe that it is very likely that for all of us in the branding world it [emerging markets] will be a big share of earnings in the coming years," he said. In its second quarter results publicised early February, Estee Lauder highlighted the Asia Pacific region and China where sales reached $347.4m.

Memorial Day is a United States federal holiday that is observed on the last Monday of May (observed in 2008 on May 26). It was formerly known as Decoration Day. This holiday commemorates U.S. men and women who have died in military service to their country. It began first to honor Union soldiers who died during the American Civil War. After World War I, it was expanded to include those who died in any war or military action. One of the longest standing traditions is the running of the Indianapolis 500, which has been held in conjunction with Memorial Day since 1911. It is also traditionally viewed as the beginning of summer by many, for many schools are dismissed around Memorial Day.

Many people observe this holiday by visiting cemeteries and memorials. A national moment of remembrance takes place at 3 p.m. US Eastern time. Another tradition is to fly the U.S. flag at half-staff from dawn until noon local time. Volunteers place a U.S. flag upon each gravesite located in a National Cemetery.

Many politicians and community leaders give speeches at community gatherings on Memorial Day.In addition to remembrance, Memorial Day is also a time for picnics, family gatherings, and sporting events. Some Americans also view Memorial Day as the unofficial beginning of summer and Labor Day as the unofficial end of the season. The national Click it or ticket campaign ramps up beginning Memorial Day weekend, noting the beginning of the most dangerous season for auto accidents and other safety related incidents. The USAF "101 Critical days of summer" begin on this day as well. Some Americans use Memorial Day to also honor any family members who have died, not just servicemen.

Flags flying at Fort Logan National Cemetery during Memorial Day 2006.Memorial Day formerly occurred on May 30, and some, such as the Veterans of Foreign Wars (VFW) and Sons of Union Veterans of the Civil War (SUVCW), advocate returning to this fixed date, although the significance of the date is tenuous. The VFW stated in a 2002 Memorial Day Address, "Changing the date merely to create three-day weekends has undermined the very meaning of the day. No doubt, this has contributed a lot to the general public's nonchalant observance of Memorial Day."

Following the end of the Civil War, many communities set aside a day to mark the end of the war or as a memorial to those who had died. Some of the places creating an early memorial day include Charleston, South Carolina; Boalsburg, Pennsylvania; Richmond, Virginia; Carbondale, Illinois; Columbus, Mississippi; many communities in Vermont; and some two dozen other cities and towns. These observances eventually coalesced around Decoration Day, honoring the Union dead, and the several Confederate Memorial Days.

Decoration Day, c. 1900. "You bet I'm goin' to be a soldier, too, like my Uncle David, when I grow up."According to Professor David Blight of the Yale University History Department, the first memorial day was observed in 1865 by liberated slaves at the historic race track in Charleston. The site was a former Confederate prison camp as well as a mass grave for Union soldiers who had died while captive. A parade with thousands of freed blacks and Union soldiers was followed by patriotic singing and a picnic.

The official birthplace of Memorial Day is Waterloo, New York. The village was credited with being the birthplace because it observed the day on May 5, 1866, and each year thereafter, and because it is likely that the friendship of General John Murray, a distinguished citizen of Waterloo, and General John A. Logan, who led the call for the day to be observed each year and helped spread the event nationwide, was a key factor in its growth.

General Logan had been impressed by the way the South honored their dead with a special day and decided the Union needed a similar day. Reportedly, Logan said that it was most fitting; that the ancients, especially the Greeks, had honored their dead, particularly their heroes, by chaplets of laurel and flowers, and that he intended to issue an order designating a day for decorating the grave of every soldier in the land, and if he could he would have made it a holiday.

Logan had been the principal speaker in a citywide memorial observation on April 29, 1866, at a cemetery in Carbondale, Illinois, an event that likely gave him the idea to make it a national holiday. On May 5, 1868, in his capacity as commander-in-chief of the Grand Army of the Republic, a veterans' organization, Logan issued a proclamation that "Decoration Day" be observed nationwide. It was observed for the first time on May 30 of the same year; the date was chosen because it was not the anniversary of a battle. The tombs of fallen Union soldiers were decorated in remembrance of this day.

Many of the states of the U.S. South refused to celebrate Decoration Day, due to lingering hostility towards the Union Army and also because there were very few veterans of the Union Army who lived in the South. A notable exception was Columbus, Mississippi, which on April 25, 1866 at its Decoration Day commemorated both the Union and Confederate casualties buried in its cemetery.

The alternative name of "Memorial Day" was first used in 1882, but did not become more common until after World War II, and was not declared the official name by Federal law until 1967 . On June 28, 1968, the United States Congress passed the Uniform Holidays Bill, which moved three holidays from their traditional dates to a specified Monday in order to create a convenient three-day weekend and for the first time recognized Columbus Day as a federal holiday. The holidays included Washington's Birthday (which evolved into Presidents' Day), Veterans Day, and Memorial Day. The change moved Memorial Day from its traditional May 30 date to the last Monday in May. The law took effect at the federal level in 1971 . After some initial confusion and unwillingness to comply at the state level, all fifty states adopted the measure within a few years, although Veterans Day was eventually changed back to its traditional date. Ironically, most corporate businesses no longer close on Columbus Day or Veterans Day, and an increasing number are staying open on President's Day as well. The holiday has endured as one where most businesses stay closed because it marks the beginning of the "summer vacation season" (similar to neighboring Canada's Victoria Day, which occurs on the prior Monday).

I thought it would be interesting to kick off my internal interviews with someone who plays a very critical role in our organization. While so many of you get an opportunity to meet some of us that are more visible in the company, there are so many that play crucial roles in the organization that you may not have had the chance to meet. As the Director of Regulatory and Quality Control, Jim Tentler is one of those people whose role in the company affects every one of us. Jim, how long have you been with BeautiControl? I have been at BeautiControl for 7 years. I started as Director of Manufacturing for 3 years then spent an additional 3 years in Supply Chain Management. For the past year, I have been in Quality Services.

Wow. That is unusual that you have moved around so much within the company. I am sure that gives you a very broad understanding of how the business functions. Where were you prior to joining BC? I spent 5 ½ years in the beverage industry dealing with quality services, product testing, and consumer complaints. After that I moved into the health care industry and was responsible for International Quality Control.

Tell us exactly what it is that you do at BeautiControl ? I am responsible for the incoming quality and final product quality of all of our products. I support the transfer from R&D into product manufacturing and production.

What goes into testing the incoming quality? We conduct a chemical analysis of all raw materials as well as complete microbial testing on each ingredient.

So, every ingredient is tested? Yes, every ingredient is tested to ensure that it meets our quality standards. Every time we receive any ingredient through the door, they go through a complete clinical evaluation. Nothing here is used until is has passed inspection and has been released from quarantine.

How do you support the transfer from R&D and to production? We test the stability of the product as well as conduct a stability and microbial challenge to ensure that it meets the development requirements as the product will be shipped in the “real world”.

What do you mean in the “real world”? Typically, companies test under general stability guidelines to challenge the ingredients at a temperature that might cause them to break down. We test our finished products under the ICH Standards. This is the International standard for product testing that guarantees that we are putting the product under the most rigorous and demanding testing protocol to ensure that the product is not affected by temperatures and are free from microbial contamination. After-all, we ship our products to Minnesota in January and Phoenix in August. They are put through some pretty demanding heat and freeze conditions and we have to make sure that they can undergo these extremes and still ensure that they retain their guaranteed shelf life.

So, when a product is launched, is the testing over? No, not only do we continue to test each ingredient as it is received, we keep “real time” stability on our products to ensure that we have samples of each batch to guarantee the shelf life and continue the microbial challenge of every batch that is produced or has ever been produced.

In comparison to places that you have worked previously, how does BeautiControl measure up in regards to product quality and safety assurance? Actually, BeautiControl practices quality standard practices that are far superior and far more demanding and robust than many other companies in our industry. We are always making strides to improve. We test well above and beyond what is required by our industry standards.

What happens when we receive a returned product that a consumer feels did not meet our quality standards? The first thing we do is ask the consultant for the lot #. This is the number that is printed on each package that identifies the specifics of that formula. When we have this information, we check to confirm whether we are seeing the same things in our product retains. We check stability data and product retains. We research consumer feedback trends, then try to identify the root cause of the problem to determine if it is formula related, shipping related or packaging related. When we have assessed our data, we meet with the R&D Department and discuss the feedback, assess the situation and make changes if necessary.

So, is every customer complaint investigated? Yes. It is a laborious and time consuming process, but that’s what allows us to continually improve. Wow, is that typical in our industry? One thing about the cosmetic industry is how well it is monitored. We are an active member of the PCPC (formerly the CTFA), the organization that works hand in hand with the FDA to ensure the safety of our products and the accuracy of our claims. Last year we signed the Consumer Commitment Code. This is a document that we signed that guarantees our commitment to produce products that we know are safe for the consumer. It is a commitment to the PCPC (Personal Care Products Council, formerly the CTFA) to ensure that all the ingredients in our products are tested to be safe for consumer use. We follow strict documentation and processes to ensure this safety. We share this information with the FDA through the Voluntary Formula Registration Process (VFRP). Should there ever be any significant adverse events, these are reported to the FDA as well.

Not every company chooses to be this diligent. In fact, I would say that many do not, but that is what continuous improvement is all about. you talk a lot about “continuous improvement”, is this the mission of your department? We are ISO Certified (International Standards Organization) and FDA compliant. These were things that we didn’t have to do…we did it to make us a better organization. Continuous improvement initiatives are part of our day to day mission. We recently modified our quality policy. It reads, ”Our Mission is to produce and deliver a product that we would be proud to give or receive.” We post our policy around the building so every associate knows and understands why we are in business. We want something that is memorable and that each associate understands what they can do to affect the quality of our products.

That’s pretty cool. I have not seen that kind of statement anywhere. Basically, we are doing what we say we do….and we can show it! I want every person on my team to feel personally responsible to our Consultants and Directors out there working in the field. After all, these hard working men and women keep us in business and pay our salaries.

Zinc oxide – a naturally occurring mineral that absorbs both UVA and UVB rays of ultraviolet light, zinc oxide can be used in ointments, creams, and lotions to protect against sunburn and other damage to the skin caused by ultraviolet light (sunscreen). It is the broadest spectrum UVA and UVB absorber that is approved for use as a sunscreen by FDA, and is completely photostable.
Titanium Dioxide – a naturally occurring mineral that offers opacity to cosmetic formulations. It is found in almost every sunscreen with a physical blocker because of its high refractive index, its strong UV light absorbing capabilities and its resistance to discoloration under ultraviolet light. This advantage enhances its stability and ability to protect the skin from ultraviolet light. Sunscreens designed for(people with sensitive skin are often based on titanium dioxide and/or zinc oxide, as these mineral UV blockers are less likely to cause skin irritation than chemical UV absorber ingredients.

Potassium Sorbate - is found in the mountain laurel ash (sorbus species) whose dried berries were used as a traditional food preservative.

Tricaprylin - skin conditioning agent. Retards the evaporation of water from the skin’s surface. By blocking the evaporative loss of water, occlusive materials increase the water content of the skin.

Aluminum Hydroxide – helps to provide soothing and comfort to the skin.

Much of the “magic” of mineral makeup introduced by competitive brands lies in the Marketing and “wording” of the claims rather in the actual product. Many brands will make the claim “100% pure minerals”. While this may be true, if you take a close look at the formula, it is anything but natural. While there are some on the market that are truly 100% natural, they do not contain the additional benefits that are outlined below:

Water Binding Ingredients/Moisturizers: Secret Agent Mineral Makeup is formulated with moisturizing, water binding ingredients which prevent the powder from looking dry and cakey on dryer skin types. Also, since naturally derived foundations are a common choice for women with skin sensitivities

Non-paraben preservatives: Secret Agent Mineral Makeup is formulated with non-paraben preservatives to ensure the safety of the product and to ensure that the formula is free of any form of microbial contamination, guarantee that the product quality is not compromised, as well as offering an extended shelf life.

There is one brand, in particular, that markets their formula as a 100% natural product without any form of preservative. As a result, the product must be marketed with an expiration date. While the first shipment of our product will have an expiration due to the extended testing required for drug stability, this will no longer be required for future productions.

Just to be to the point…YOU DO NOT WANT TO USE ANYTHING ON YOUR SKIN THAT DOES NOT CONTAIN SOME FORM OF A PRESERVATIVE SYSTEM.

Chelating Agents: Secret Agent Mineral Makeup contains chelating agents to help prevent color shifting when applied to more oily skin types. Since mineral makeup is a common choice for women who have combination to more oily skin conditions, it is important that the color does not shift or turn “orange” after worn for an extended period of time.

Q: Why is there an expiration date on this product?

A: As explained above, the first shipment of the Secret Agent Mineral Makeup will have an expiration date due to the finalization of the stability testing (which was completed prior to launch, but not prior to assembly). Future shipments will not require and expiration date and our standard shelf life standards will apply.

Q: Why aren’t these available in the same shade names as our other foundations?

A: The Secret Agent shade range is not exactly matched to the shades in our other foundation lines. Due to the sheer application of this product, an exact shade match is not necessary as the products seems to almost melt into the skin, blending with your skin tone rather than offering and exact “match”.

Q: Are there issues that I need to be aware of?

When introducing yourself to mineral makeup, apply sparingly and always with a powder brush to determine the best coverage for you. Remember…a little goes a long way.

When using a mineral makeup, a clay based mask is recommended on a weekly basis to help purge the pores of debris.

Apply sparingly with a powder brush and layer more foundation as needed to reach the desired application.

Q: I have heard some companies say that mineral makeup is so good for your skin that you can sleep in it. Is that true of our formula as well?

A: No, actually, I would not recommend that anyone sleep in foundation of any kind, from any company. The skin needs the opportunity to breathe. Cleansing twice daily is recommended to maintain optimal skin condition.
